A small plane was flying from White Plains, N.Y., and was preparing to land at the Montgomery County (Md.) Airpark when it hit power lines.

Officials said rescuers primarily focused on rescuing two uninjured people hanging from the plane before proceeding with recovery efforts.

Montgomery Fire Chief Scott Goldstein said rescuers were in contact with the two people on the plane but could not contact them until they were sure the power lines were on the ground.

“Although there is a large power outage area in Montgomery County, . there’s no other way to determine if the tower can be accessed until it’s grounded or secured,” Goldstein said at a news conference.

First, crews must secure the cables with clamps or wires to make sure there is no static electricity or residual energy that could electrocute rescuers or airplane passengers. Then they should secure the plane to the tower structure to prevent movement and vibration, the chief said.

Once safe, crews will remove people from the plane. A large crane is also on site.

The Federal Aviation Administration said the plane, a single-engine Mooney M20J, was en route from Westchester County Airport in White Plains, N.Y., when it collided with wires.

The FAA and the National Transportation Safety Board will investigate the accident.

It is unclear when power will be restored to thousands of people in the dark, Pepco said.
